Heirs are appointed by the Grand Matriarch after the official completion of their reigns.  This elevation is done on or before April 24th of the year their reign ends.  The Heirs have a voice and the ear of the Grand Matriarch who is for life or until retirement.  If the option is retirement the Grand Matriarch always keeps this title and remains a member of the board of Management.  (** At the end of the name make note this person was, is or has been elected as an Emperor or Empress with the International Court System)
