Heirs are appointed by the Grand Matriarch after the official completion of their reigns.  This elevation is done on or before April 24^th of the year their reign ends.  The Heirs have a voice and the ear of the Grand Matriarch who is for life or until retirement.  If the option is retirement the Grand Matriarch always keeps this title and remains a member of the board of Management.  (** At the end of the name make note this person was, is or has been elected as an Emperor or Empress with the International Court System)
